Plot

Just as Clarice attempts to reclaim a sense of normalcy within the FBI, she receives a personal and urgent request from Attorney General Ruth Martin, Catherine’s mother. Ruth, determined to ensure justice for victims who can no longer speak for themselves, recruits Clarice into the FBI’s elite Violent Criminal Apprehension Program (VICAP).
